Taking a jibe on Bharatiya Janata Party MP Ram Shankar Katheria, Bahujan Samaj Party chief Mayawati on Thursday said that had there been BSP government in Uttar Pradesh, the one who delivered hate speech hurting Muslim community's sentiments in Agra would have been behind bars.
